NYC Local Law 97 sets greenhouse-gas emissions requirements for covered buildings. Most buildings larger than 25,000 square feet are covered, with additional group-building rules, exceptions and different compliance pathways. Emissions limits began in 2024 and become more stringent in 2030. Confirm your building’s obligations with your design professional and the NYC Department of Buildings.
Insulation slows heat flow; air sealing addresses unwanted air movement. Their value depends on the existing enclosure, continuity, moisture conditions and the rest of the building. Exterior spray foam roofing
A suitable SPF roof combines an insulating layer with a compatible protective coating. Planning considers insulation thickness and R-value, drainage, penetrations and connections to adjoining assemblies.
An interior application addresses the thermal enclosure beneath an existing roof. Moisture, air-barrier connections and required fire protection must be considered together. It does not repair exterior leaks.
Repair and compatible recoating may help maintain a suitable roof. Waterproofing protects the asset; it is not proof of energy savings. Wet or damaged materials need investigation before restoration.
Incentives and financing for NYC roofing and insulation upgrades.
Local Law 97 is a law, not a single rebate program. Separate utility incentives, assistance and financing may support eligible improvements. A roof replacement or coating is not automatically an eligible energy measure.

Con Edison’s commercial and industrial program lists roof insulation among its building-envelope measures. Eligibility varies by utility account, proposed savings and project requirements. Multifamily buildings have separate program routes; do not assume commercial-account rules apply.

LL97 roofing and funding questions.
Does spray foam roofing automatically make a building LL97 compliant?
No. A roofing installation is not a compliance determination. Your qualified design professional must evaluate the building’s emissions, applicable pathway and reporting requirements. Score’s role is roofing and insulation work, not certifying LL97 compliance.
Is roof coating alone an energy-efficiency upgrade?
Do not treat a coating as added insulation or assume it produces a particular emissions reduction. A compatible coating protects the roofing system; any energy benefit must be evaluated for the specific product, assembly and building.
Can every commercial roof receive spray foam?
No. Existing moisture, deck condition, drainage, adhesion, fire protection and the complete assembly affect suitability. Repairs, removal or a different approach may be necessary.
Is there a guaranteed Local Law 97 rebate for my roof?
No. Funding comes from separate programs with their own eligibility, documentation, approval and timing rules. A roofing estimate is not an incentive award. Confirm the exact project with the program administrator before relying on funding.
